The President of the Republic, Marcelo Rebelo de Sousa, promised this Friday, December 22, 2023, the diploma that establishes the compensation for landlords and the limits of old rents, that is, with contracts prior to 1990.
According to a note published on the Presidency's website, Marcelo Rebelo de Sousa promised “the diploma that establishes the compensation to landlords and the rent limits to be fixed in rental contracts for housing prior to 1990, following the non-transition of these contracts to the NRAU” (New Urban Lease Regime).
On November 29, the Council of Ministers of António Costa's Socialist Government approved compensation to landlords for lease contracts prior to 1990 and not submitted to the NRAU.
According to the statement from the Council of Ministers, the decree-law was approved which “establishes the compensation mechanism for landlords, up to the limit of 1/15 of the Tax Patrimonial Value of the leased property, for rental contracts for housing concluded before November 18, 1990, following the failure to transition these contracts to the New Urban Lease Regime”.
A day earlier, the Government had rejected, at a meeting of the National Housing Council, granting compensation to owners of old rents, according to reports from associations of owners and tenants.
